We hereby refer to the Securities issued by the Bank and the related Offering Circular dated October 5, 2006. Capitalized terms not otherwise defined in this notice will have the meanings ascribed to them in the terms and conditions of the Securities (the "Conditions").

The Bank hereby gives notice, pursuant to Condition 5(a) of the Conditions, that the Bank is exercising its option to redeem the Securities in whole on the First Optional Redemption Date, which is October 10, 2016. The Securities will be redeemed at a price equal to 100% of the principal amount of the Securities, together with accrued and unpaid interest.

This Notice to Securityholders is being validly delivered to Securityholders by delivery to Euroclear and/or Clearstream Luxembourg pursuant to the terms of the Global Certificate.

If you are not the ultimate beneficial holder in respect of the Securities, or if you have recently disposed of the Securities, please forward this notice to the ultimate beneficial holder or purchaser, as the case may be.
