Singapore Exchange (SGX) is pleased to announce the re-designation of Professor Hans Tjio as the Deputy Chairman of the Listings Advisory Committee ("LAC") and the appointment of Mr Goh Kian Hwee as a member of the LAC with effect from 5 July 2017. The appointments are made in consultation with the Monetary Authority of Singapore.
Professor Tjio who joined the LAC on 1 February 2016, will take over as the LAC Deputy Chairman from Professor Tan Cheng Han, SC following Professor Tan's appointment as the Chairman of the Board of the newly-established Singapore Exchange Regulation Pte. Ltd.
The LAC, which was established on 7 October 2015, enables SGX to draw upon the views of a panel of independent and experienced market professionals who provide advice on SGX's listing policies, as well as listing applications to the Mainboard which meet certain referral criteria. The criteria for the referral of listing applications include where novel or unprecedented issues are involved, specialist expertise is required, or matters of public interest are involved. Last year, the LAC advised on SGX's proposed listing framework for dual class share structures.
Professor Tjio has taught at the Faculty of Law in the National University of Singapore since 1990 and is the Co-Director of the faculty's Centre for Banking and Finance Law. He is a leading authority on Singapore's securities regulation, having authored "Principles and Practice of Securities Regulation in Singapore" . His textbook and other publications have been referred to in Singapore High Court and Court of Appeal cases. Professor Tjio has been a member of the Securities Industry Council since 2008 and is also a consultant with Linklaters Singapore Pte Ltd.
Mr Goh is the Joint Group Managing Director and Executive Director of QAF Limited and a Non-Executive Independent Director of CapitaLand Commercial Trust Management Limited. He was previously a Senior Partner of Rajah & Tann Singapore LLP and has over 30 years' experience in corporate and capital markets law.
A list of all the members of the LAC with effect from 5 July 2017 is set out in the Appendix. The members collectively have market, legal, accounting and corporate finance experience and also comprise representatives of the investment community.
The LAC Chairman, Mr Gautam Banerjee, who is also chairman of Blackstone Singapore, commented, "The LAC has provided advice on various listing applications and listing policies involving complex analysis. I am thankful to have had Professor Tan serving alongside with me since the LAC was established. The LAC has benefited greatly from his tireless dedication and learned legal insights.
